Importing into Algeria from Tunisia: raw materials for the hygiene industry, by road

MWB TRADING has been shipping raw materials for the manufacture of hygiene products by road to Algeria since 2020: fluff pulp, nonwovens, superabsorbent polymer, plastic films, adhesive tapes, adhesives, elastic threads and fragrance compounds. Our lorries are cleared for export at the Bouchebka border office and, since October 2022, at the Babouch office, then continue to Annaba.

This guide sets out the verified points for importing into Algeria from Tunisia: the import forecast programme (PPI) and bank domiciliation, without which the importer’s bank cannot pay the supplier, the certificate of origin, conformity checks at border crossings, and what to state in your enquiry.

LOGISTICS AND DOCUMENTS

Importing into Algeria by road

Route and border

Our lorries for Algeria are cleared for export at the Bouchebka border office and, since October 2022, at the Babouch office, then continue to Annaba; each lorry receives its own customs exit visa. In our operations, the goods were handed to the buyer’s haulier, ex works in Tunisia or at the border, with freight payable at destination. We prepare the export declaration, the foreign trade title and the consignment note.

Import documents

Every import must be domiciled with a bank in Algeria. Since July 2025, the bank has required the importer’s import forecast programme (PPI) to do so: it is filed each half-year on a digital platform and endorsed by the Ministry of Foreign Trade, and, renewed for 2026, it is also required for customs clearance. The clearance file includes the domiciled invoice, proof of origin, the packing list and certificates of conformity and quality. Formalities go through ALCES, the customs IT system, whose electronic single window has received the administrative authorisations required for clearance since August 2026, alongside paper during the transition.

Inspection and conformity

On entry, the conformity of goods is checked by the quality control and fraud prevention inspections of the Ministry of Domestic Trade. Orders of May 2026 updated their locations at land, sea and air borders, including the Bouchebka, El Ayoun and Oum Tboul land crossings. The document issued by the border inspection is part of the clearance file; consumer products must be labelled in Arabic.

Loading formats

Palletised goods, in full lorry loads for fluff pulp; small lots of adhesives, films or elastic threads fit in a single lorry, often with other materials.

What to specify

Products and references, quantities, collection schedule, delivery location in Algeria, documents requested by the importer and their customs broker: certificate of origin, certificate of conformity, technical data sheets. We prepare them with each shipment.

Availability, transport, lead times and documents are confirmed in each offer.

YOUR QUESTIONS

Your questions about importing into Algeria from Tunisia

Which border crossing do your lorries use?

Our shipments were cleared for export at the Bouchebka border office until September 2022, then at the Babouch office, from where the lorries continue to Annaba. Check the status of the crossings with your freight forwarder before each departure.

What is the import forecast programme (PPI)?

The programme the importer files each half-year on the platform of the Ministry of Foreign Trade and Export Promotion, whether for raw materials, equipment or goods for resale. Required since July 2025, it has been renewed for 2026. Without an endorsed PPI, the bank will not domicile the transaction and can neither open a letter of credit nor pay the supplier; customs also require it for clearance.

Is a certificate of origin needed?

Proof of origin is part of the clearance file in Algeria, and the certificate of origin is used to claim the preferences of the Tunisia–Algeria preferential trade agreement. Our files for Algeria include a certificate of conformity and, for the more recent ones, a certificate of origin; state the documents your freight forwarder requires.

Are goods checked at the Algerian border?

Yes. The quality control and fraud prevention inspections check the conformity of imported products; orders of May 2026 updated their locations, including the Bouchebka, El Ayoun and Oum Tboul land crossings. Attach the technical data sheets and the certificates requested to ease this check.

Can you combine several materials in one shipment?

Yes. In September 2022, shipments combined fluff pulp and superabsorbent polymer; others combined nonwovens, adhesives, films, adhesive tapes and fragrance compounds.

Who arranges transport to Algeria?

In our operations, the buyer took charge of the goods in Tunisia, ex works or at the border, and freight was payable at destination. If you would like the offer to include transport, say so: it is assessed separately.
