LOGISTICS AND DOCUMENTS

Importing through the ports of Maputo, Beira and Nacala

Ports and routes

Maputo, in the south, is the country’s largest port; Beira serves the centre and Nacala, a natural deep-water port, the north. Beira and Nacala are also gateways for landlocked neighbours: Beira for Zimbabwe, Malawi and Zambia, and Nacala, linked by rail, for Malawi and Zambia. From Radès or Sfax, containers travel with transhipment depending on the shipping line. Choose the port closest to the delivery point; onward transport after the port is arranged with your freight forwarder.

Import documents

Customs come under the Mozambique Tax Authority (Autoridade Tributária). The importer must hold a licence from the National Directorate of Trade. The customs declaration and payment of duties go through the electronic single window (JUE), operated by MCNet. Since 5 June 2025, a commitment form, the “termo de compromisso” (TCI), has also been mandatory for imports and exports; it is processed in the JUE after the declaration is lodged. MWB prepares the commercial invoice, packing list, certificate of origin and technical data sheets for the shipment.

Inspection and conformity

Since November 2023, every consignment containing regulated products must be accompanied by a certificate of conformity (CoC), obtained before shipment under the conformity assessment programme (PAC) of the National Institute for Standardisation and Quality (INNOQ); Intertek is the approved certification body. The programme covers product groups that include electrical and electronic devices and construction materials; the precise list of products subject to it, set by ministerial order, is updated every year. Consignments below a value threshold set by the regulations are exempt, except used goods. A regulated consignment that arrives without a certificate is verified at destination, with higher fees and clearance delays. The programme may change: ask your freight forwarder to confirm the current procedure. Certain consumer products must also be labelled in Portuguese.

What to specify

State the delivery city and the preferred port of arrival, Maputo, Beira or Nacala, with the references, quantities and required standards. Say whether your products appear on the conformity assessment programme list and whether Portuguese labelling is needed. Specify whether several product families can share one container and whether you want a CFR, CIF or FOB offer.

Availability, transport, lead times and documents are confirmed in each offer.

YOUR QUESTIONS

Your questions about importing into Mozambique from Tunisia

Is a certificate of conformity required before shipment?

Yes, for regulated products: since November 2023, every consignment that contains them must be accompanied by a certificate of conformity (CoC), requested before shipment from Intertek, the body approved by INNOQ. The application relies in particular on the proforma invoice, the packing list, the Mozambican tariff codes and the technical data sheets. Without a certificate, the goods are verified at destination, with higher fees and delays. Your freight forwarder confirms whether your products are covered.

Can cement or tiles be imported into Mozambique?

In December 2025, the government decided temporary restrictions on imports of several products, including Portland cement and tiles; in March 2026, further measures targeting ceramic products were under consideration. These ranges are therefore not included in this guide: ask your freight forwarder to check the current rules before any order.

Do Tunisian products benefit from a tariff preference?

Mozambique is a member of SADC, to which Tunisia does not belong, and is not a member of COMESA: neither agreement applies to Tunisian products. It ratified the AfCFTA in 2023 and published its tariff concessions in July 2025, and Tunisia issues AfCFTA certificates of origin; whether a preference actually applies to Tunisian origin remains to be confirmed with your freight forwarder. According to the US government guide of April 2026, customs duties range from 0 to 25% and 16% VAT applies to imports.

Which port should the goods enter through?

Maputo for the south, Beira for the centre and Nacala for the north, depending on the delivery point and the shipping line’s port calls; from Tunisia, cargo travels with transhipment depending on the line. Our offers are made delivered to the port of arrival, on CFR or CIF terms, from Radès (Tunis) or Sfax; FOB is possible on request.

Can you group several products or ship small quantities?

Yes: several product families can be grouped in the same 20 or 40-foot container, and small volumes travel as groupage. For urgent needs in small quantities, air freight from Tunis-Carthage is possible on request.
