LOGISTICS AND DOCUMENTS

Importing through the port of Libreville

Ports and routes

Our shipments to Gabon leave from Radès (Tunis) or Sfax and arrive in Libreville, where containers are handled at the Owendo port terminal; some consignments have also gone by air. The offer is usually quoted CFR Libreville, or CIF or FOB Radès on request. For Port-Gentil, Franceville, which the Trans-Gabon railway links to Owendo, or an inland project site, state the receiving location: transport beyond the port is assessed separately.

Import documents

All goods bound for Gabon must be covered by a BIETC, the electronic cargo tracking note of the Gabonese Shippers’ Council (CGC). A validated draft, with its number, is handed to the carrier before loading in Tunisia; the CGC representative issues the final visa within days of the vessel’s departure, and cargo discharged without a BIETC incurs penalties. The commercial invoice, packing list and, where needed, the certificate of origin complete the file; above a threshold, the import is domiciled with a bank in Gabon.

Inspection and conformity

Since 2016, regulated products imported into Gabon, including building materials, chemicals and electrical equipment, must be accompanied by a certificate of conformity under the PROGEC programme set up by the Gabonese standards agency (AGANOR). It is issued before shipment by an appointed body, such as SGS, after a document review and, where required, inspection and testing; customs require it for clearance, and the authorities may take samples. Markings and instructions must be in French, or at least in English.

Loading formats

20-foot containers for bags of tile adhesive, plaster or carbonate; 20 or 40-foot containers for tiles and marble; 40-foot, often High Cube, for cables, pipes and conduit; open-top containers for poles. Several product families can share one container.

What to specify

References and quantities by family, cable cross-sections and lengths, transformer rating and voltages, tile formats, technical documents available for the PROGEC certificate, the receiving location and the date by which you need the goods.

Availability, transport, lead times and documents are confirmed in each offer.

YOUR QUESTIONS

Your questions about importing into Gabon from Tunisia

Is the BIETC mandatory?

Yes: all goods bound for Gabon must be covered by a BIETC. A validated draft must be handed to the carrier before loading; without it, the container may be refused for loading or rolled to the next vessel, and cargo discharged without a BIETC incurs penalties. It is prepared with the freight forwarder at the time of shipment.

Do building materials and electrical equipment need a certificate of conformity?

Yes: they are regulated products under the PROGEC programme. The certificate of conformity is issued before shipment by a body appointed by AGANOR and is required for customs clearance; a consignment whose value stays below a threshold set by the programme is exempt. Data sheets, test reports and manufacturers’ certificates make it easier to obtain.

What does Gabon’s CEMAC membership change for you?

Customs duties follow the CEMAC common external tariff, which applies to goods from non-member countries, including Tunisia. Payment falls under the CEMAC foreign exchange regulation: above a threshold set by the 2018 regulation, the import is domiciled with a bank in Gabon, and the import declaration refers to the pro forma invoice.

Can you combine several product families in one container?

Yes, when the products and their packaging allow it: some of our containers for Libreville have combined cables, sanitaryware and earth rods, or cables, wiring devices and site hardware. Tiles or tile adhesive, which are bulkier, travel in full containers within the same load. The split by container is set out in the offer.

On what terms and how far do you deliver?

The offer is usually quoted CFR Libreville, or CIF or FOB Radès on request; some consignments have also gone by air. For Port-Gentil, Franceville or an inland project site, state the receiving location: transport after the port and its conditions are assessed case by case.

Do you supply transformers and medium-voltage equipment?

Yes: our loads for Libreville have included distribution transformers, high-voltage switchgear and poles. For a quotation, specify the rating, primary and secondary voltages, vector group and required accessories.
