LOGISTICS AND DOCUMENTS

Importing through the ports of Luanda, Lobito and Namibe

Ports and routes

Luanda is Angola’s main port and handles most of the country’s imports and exports. Lobito, the second port, is linked to the Benguela railway, which also carries minerals from DR Congo and Zambia; Namibe is the gateway to the south. From Radès or Sfax, cargo travels with transhipment depending on the shipping line. According to one shipping line, freight payable at destination is not accepted for Angola: our CFR or CIF offers include sea freight to the port of arrival.

Import documents

The importer must be registered in the register of exporters and importers (REI), valid for five years, and obtain an import licence, in principle required for all goods, on the electronic foreign trade platform. For sea freight, a loading certificate issued under ARCCLA’s authority is mandatory: the shipper or forwarder obtains it before loading, and its number appears on the bill of lading and the manifest. The customs declaration (single document) is filed in ASYCUDA World by a broker approved by the tax administration (AGT), within 60 days of arrival by sea. MWB prepares the commercial invoice, packing list, technical data sheets and, on request, the certificate of origin.

Inspection and conformity

According to Germany Trade & Invest (August 2025), pre-shipment inspection is currently not mandatory for any import; a letter of credit may still require it. Electrical cables can only be imported with an authorisation, in the form of a certificate of conformity, from the National Institute of Quality Infrastructure (INIQ). A 2022 technical regulation requires cement importers to meet the Angolan standard NA EN 197-1, with mandatory certification. Imported goods must be labelled in Portuguese, with the brand and the country of manufacture.

What to specify

State the references, quantities and required standards, the port of arrival (Luanda, Lobito or Namibe) and the preferred Incoterm, CFR or CIF. For cables, specify the requirements of the INIQ certificate of conformity; for all ranges, say whether Portuguese labelling is needed on the packaging.

Availability, transport, lead times and documents are confirmed in each offer.

YOUR QUESTIONS

Your questions about importing into Angola from Tunisia

What is the loading certificate required for Angola?

It is the shipment certificate often called the CNCA or ARCCLA certificate: in 2020, ARCCLA took over the functions of the former National Shippers’ Council. It is mandatory for sea freight, applied for by the shipper or forwarder through an approved agent before loading, and its number is shown on the bill of lading. Your freight forwarder confirms the current procedure.

Is a pre-shipment inspection required?

Not as a rule: according to the German (August 2025) and US (2024) customs guides, it is currently not mandatory for any import. A letter of credit or a contract may still require it; if so, mention it in your enquiry so that the offer allows for it.

What rules apply to cables and cement?

Electrical cables can only be imported with an INIQ certificate of conformity; we provide the technical data sheets for the file. Cement must meet the Angolan standard NA EN 197-1, with certification, and its imports have been subject to quotas in recent years: check feasibility with your freight forwarder before any enquiry.

Which duties and taxes apply on import?

Angola’s 2024 customs tariff sets duties from 2% to 55% depending on the product, and import VAT is in principle 14%. Angola and Tunisia have ratified the AfCFTA agreement, but preferences for Tunisian-origin goods are not confirmed. Angola’s accession to the SADC free trade area, which only covers goods from member states, was still in progress in August 2025.

Can you group several ranges or send small quantities?

Yes. Several product families can be grouped in the same 20 or 40-foot container, and small volumes can travel as groupage. For urgent small quantities, air freight from Tunis-Carthage can be considered on request; air freight formalities are to be confirmed with your freight forwarder.
