Importing into Cameroon from Tunisia: BESC, conformity and the ports of Douala and Kribi

MWB TRADING has shipped regularly to Cameroon since 2021, mostly from Sfax and otherwise from Radès (Tunis), to the port of Douala; cables were also delivered to Kribi in 2023. We supply distributors and contractors with plaster, white cement, calcium carbonate, electrical cables, tiles, conduit and PVC fittings.

This guide sets out the verified points for importing into Cameroon: the electronic cargo tracking note (BESC), the import declaration on the single window, ANOR’s pre-shipment conformity assessment and the common external tariff applied since January 2026. Public reports from 2022 to 2024 show some of our loads for Douala and Kribi.

LOGISTICS AND DOCUMENTS

Importing through the ports of Douala and Kribi

Ports and routes

Most of our shipments leave from Sfax, the others from Radès (Tunis), and arrive at Douala, Cameroon’s main port; Kribi, the country’s only deep-water port, also received our cables in 2023. Douala is also our transit port for Chad and the Central African Republic. For delivery inland, state the receiving location.

Loading formats

Bagged plaster, white cement and calcium carbonate travel in 20-foot containers. Mixed loads of plaster and conduit leave in 20-foot or 40-foot containers, often High Cube. The number of bags per container depends on the reference and the permitted load: it is confirmed in the offer.

Import documents

Goods bound for Cameroon must be covered by a BESC issued by the Cameroon National Shippers’ Council (CNCC): it is prepared from loading in Tunisia, must be validated before the vessel arrives, and its number appears on the bill of lading. For goods in transit to Chad and the Central African Republic, the requirement has been suspended since 15 June 2026, until further notice. Above a value threshold, the importer opens an import declaration (DI) on the foreign trade single window (GUCE) before shipment. The file also includes the commercial invoice, in French or English, a detailed packing list, a transport insurance certificate and, on request, a certificate of origin.

Inspection and conformity

Most commercial shipments fall under the pre-shipment conformity assessment programme (PECAE) of the Standards and Quality Agency (ANOR): an appointed body inspects the goods in the country of export, then ANOR issues the certificate of conformity required for customs clearance. Goods arriving without this certificate cannot be regularised by an inspection at destination. Cement products that do not comply with the regulations in force are excluded. Value and tariff classification are also checked by the approved inspection company, which issues a report for customs.

What to specify

Plaster, white cement or calcium carbonate reference and quantity, cable cross-sections, tile formats, conduit diameters and fitting types, preferred port of arrival, receiving location and unloading conditions.

Availability, transport, lead times and documents are confirmed in each offer.

YOUR QUESTIONS

Your questions about importing into Cameroon from Tunisia

Is the BESC mandatory for Douala and Kribi?

Yes, for goods bound for Cameroon. Issued by the Cameroon National Shippers’ Council, it is prepared from loading and must be validated before the vessel arrives. For goods in transit to Chad or the Central African Republic, the requirement has been suspended since 15 June 2026, until further notice.

Is a certificate of conformity required?

Yes, for most commercial shipments: ANOR’s PECAE programme provides for an inspection in the country of export, followed by a certificate of conformity required for customs clearance. The process can be started by the importer in Cameroon or by the supplier, and the inspection takes place before shipment. State the required standards in your enquiry.

Which customs duties apply since 2026?

Since 1 January 2026, Cameroon has applied the CEEAC-CEMAC common external tariff: customs duties range from 0 to 40% depending on the product. VAT and excise duties remain national. Your freight forwarder calculates the duties from the invoice and the tariff classification.

Can you deliver to Kribi instead of Douala?

Yes: we have already delivered cables there, in 2023. Kribi is Cameroon’s only deep-water port. State the preferred port in your enquiry: feasibility and conditions are confirmed in the offer.

Can you combine several products in one container?

Yes. Tiles, conduit and PVC fittings have already been shipped together or with plaster; white cement and calcium carbonate travel on their own or with plaster. The load is agreed with you in the offer.

Can you ship a large quantity in several lots?

Yes. In 2024, STAFFMED plaster was shipped in successive lots, in May and then in August. The schedule for each lot is agreed with you in the offer.
