Importing from Tunisia into Nigeria: SONCAP, Form M and the Lagos ports

MWB TRADING offers Nigerian buyers products from Tunisia for power networks, buildings and industry: power and building cables, distribution transformers and MV switchgear, LV boards and protection, LED lighting and industrial raw materials. Containers leave from Radès (Tunis) or Sfax.

Electrical products are regulated under SONCAP: they need a product certificate and, for each consignment, a SONCAP certificate. The importer also registers a Form M before the goods are shipped. This guide sets out these steps, the Lagos ports and the points to settle in your enquiry.

LOGISTICS AND DOCUMENTS

Shipping to Nigeria: ports and formalities

Ports and routes

Containers for Lagos are discharged at Apapa, Tin Can Island or the Lekki deep-sea port, which received its first commercial vessel in January 2023. They leave from Radès or Sfax; the route, with or without transhipment, and the port of discharge are confirmed in each offer.

Import documents

The importer files an electronic Form M through an authorised dealer bank, with the proforma invoice, the insurance certificate and the SONCAP product certificate. The supplier ships only once Customs has registered the Form M. The commercial invoice, packing list and bill of lading complete the file.

Inspection and conformity

Under SONCAP, regulated goods need a product certificate before the Form M, then a SONCAP certificate for each consignment, issued by the Standards Organisation of Nigeria on the basis of a certificate of conformity from an accredited firm. Destination inspection is not accepted for this certificate. Customs then issues a pre-arrival assessment report (PAAR), which sets the level of checks.

What to specify

Products and references, the standard required for your project, quantities, whether a SONCAP product certificate already exists, the Lagos port you prefer and the final delivery city.

Availability, transport, lead times and documents are confirmed in each offer.

YOUR QUESTIONS

Your questions about importing into Nigeria

Do your products need SONCAP certification?

Electrical products such as cables, transformers, boards and luminaires are regulated under SONCAP. They need a product certificate before the Form M and a SONCAP certificate for each consignment. Food and medicines are exempt, as are raw-material chemicals for bona fide manufacturers.

How long is a SONCAP product certificate valid?

A PC1, for an unregistered product, covers one shipment. Registered or licensed products, under a PC2 or PC3, have a certificate valid for one year.

When can the goods be shipped?

Once Customs has registered the importer’s Form M. The Form M is filed through the importer’s bank with the proforma invoice, the insurance certificate and the SONCAP product certificate.

Which Lagos port should we use?

Apapa, Tin Can Island or Lekki, depending on the shipping line and your delivery city. State your preference: the port of discharge is confirmed in the offer.

Can cement be imported from Tunisia?

Not bagged cement: it is on the revised import prohibition list for goods from outside ECOWAS, applied from April 2026. Check the current list with your freight forwarder before ordering any building material.
