LOGISTICS AND DOCUMENTS

Importing through the Freeport of Monrovia

Ports and routes

Our offers for Liberia leave from Radès (Tunis) or Sfax and are made delivered to the Freeport of Monrovia, on CFR or CIF terms, with transhipment depending on the shipping line. The Freeport of Monrovia is the country’s main port of entry: its container terminal is operated by APM Terminals, under the National Port Authority, and the port now operates around the clock. For delivery inland, state the receiving location: onward transport after the port is assessed separately.

Import documents

Each shipment needs a cargo tracking number (CTN), obtained online at the port of loading: under the National Port Authority system, managed by the company GTMS, cargo without a valid CTN is neither loaded nor discharged. The customs file includes the bill of lading, the detailed commercial invoice and the packing list; the importer must hold a tax identification number, and the declaration is processed on ASYCUDA World by the Liberia Revenue Authority. Depending on the product, the Ministry of Commerce and Industry also requires an import permit declaration (IPD).

Inspection and conformity

According to the WTO (2023), Liberia replaced pre-shipment inspection with destination inspection. A 2021 agreement entrusts it, at the Freeport of Monrovia, to a private company, covering container inspection and verification of conformity; supervised by the Liberia Revenue Authority, the arrangement went through a legal dispute in 2024, and a new inspection site equipped with scanners was under construction there in early 2026. The Liberia Standards Authority, operational since 2024, provides testing, certification and inspection. Attach your products’ technical data sheets and certificates.

What to specify

References and quantities, required standards or specifications, site voltage and frequency, packaging, delivery point (Freeport of Monrovia or an inland address) and preferred Incoterm: CFR, CIF or FOB.

YOUR QUESTIONS

Your questions about importing into Liberia from Tunisia

Is a CTN needed to ship to Monrovia?

Yes. The National Port Authority cargo tracking number (CTN) is obtained online at the port of loading; without a valid CTN, cargo is neither loaded nor discharged. The system is managed by the company GTMS, whose agreement with the port authority was renegotiated in 2025. Your freight forwarder confirms the current procedure.

Is an import permit required?

It depends on the product. The Ministry of Commerce and Industry signs import permit declarations (IPDs), notably for essential commodities; in early 2026, customs brokers were reporting delays in obtaining them. Ask your freight forwarder, before ordering, whether your goods are concerned.

How are goods inspected?

On arrival, at the Freeport of Monrovia: Liberia replaced pre-shipment inspection with destination inspection, entrusted to a private company under the supervision of the Liberia Revenue Authority. A new site equipped with scanners was under construction there in early 2026: check the current arrangements with your freight forwarder.

Which customs duties apply to Tunisian products?

In 2017, Liberia began migrating its tariff to the ECOWAS Common External Tariff; duties are generally calculated on the CIF value, with the ECOWAS levy and domestic taxes. As Tunisia is not an ECOWAS member, this tariff applies in principle; any preference should be checked with your freight forwarder.

Can you group several products or send small quantities?

Yes. Cables, transformers, lighting and building products can share a 20 or 40-foot container. For small volumes, groupage depends on the lines available to Monrovia and is confirmed in the offer; urgent small quantities can be sent by air from Tunis-Carthage, on request.
