LOGISTICS AND DOCUMENTS

Importing through Moroni or Mutsamudu

Ports and routes

Containers leave from Radès (Tunis) or Sfax, with transhipment depending on the shipping line, and are discharged at Moroni, on Grande Comore, or at Mutsamudu, on Anjouan. Mutsamudu is the country’s only deep-water port. At Moroni, shallow water limits access to the quays: according to available assessments, larger ships stay at anchor and cargo is landed by barge. Mohéli has no regular international service: goods for Mohéli are usually cleared at Moroni or Mutsamudu, then carried on by boat. The maritime corridor project launched in October 2025 provides for the modernisation of the ports.

Import documents

Comorian customs process declarations in ASYCUDA World. The file includes the commercial invoice, which supports the value, the transport documents, documents identifying and classifying the goods, such as technical data sheets, and specific authorisations when the product falls under a particular regulation. No electronic cargo tracking note (ECTN or BESC) appears in a major shipping line’s import instructions for the Comoros or in the lists of countries requiring one, as consulted in October 2026: have this confirmed by your freight forwarder before loading. To claim the COMESA preference, attach the COMESA certificate of origin.

Inspection and conformity

Customs may carry out documentary checks and, where necessary, physical checks. The commitments made by the Comoros on joining the WTO govern any pre-shipment inspection scheme, if one is introduced; none appears in the sources consulted. The Comoros committed to fully implement the WTO Customs Valuation Agreement by 1 July 2025, and the Technical Barriers to Trade Agreement from 1 January 2027. We attach the technical data sheets to our offer; state the standards required for your project.

What to specify

References and quantities, required standards or specifications, packaging, preferred language for labels and instructions, the island and delivery point, the preferred port of discharge, Moroni or Mutsamudu, and the Incoterm: CFR or CIF, or FOB.

Availability, transport, lead times and documents are confirmed in each offer.

YOUR QUESTIONS

Your questions about importing into the Comoros from Tunisia

Is a cargo tracking note required for the Comoros?

No ECTN or BESC appears in a major shipping line’s import instructions for the Comoros, or in the lists of countries requiring one consulted in October 2026. Have this confirmed by your freight forwarder before each loading.

Which port should the goods enter through?

Moroni for Grande Comore, or Mutsamudu, the only deep-water port, for Anjouan. Goods for Mohéli are usually cleared at one of these ports, then carried on by boat. State the island and delivery point: the port of discharge is confirmed in the offer, depending on the shipping line.

Can Tunisian goods be exempt from customs duties?

The Comoros has taken part in the COMESA free trade area since 2006, and it has applied to Tunisia since 2020, subject to reciprocity. With a COMESA certificate of origin, issued in Tunisia by the chambers of commerce, the duty exemption can be claimed; whether it applies to your product should be confirmed by your freight forwarder with Comorian customs.

What has WTO membership changed for the Comoros?

The Comoros has been a WTO member since 21 August 2024. It committed to fully implement the Customs Valuation Agreement by 1 July 2025, to replace internal taxes with VAT by January 2027 and to apply the Technical Barriers to Trade Agreement from 1 January 2027. Your freight forwarder confirms the rules in force at the time of import.

Can you ship small quantities or group several products?

Yes. Small volumes travel as groupage; several product families, such as cement, tiles and pipes, can be grouped in the same 20 or 40-foot container. Urgent small quantities can be sent by air from Tunis-Carthage on request.
