Importing from Tunisia into DR Congo: FERI, inspection and ports of entry

MWB TRADING offers buyers in the Democratic Republic of the Congo products from Tunisia for power networks, buildings and construction sites: power and building cables, transformers and MV switchgear, LV boards, HDPE and PVC pipes, LED lighting, generators and pumps. Containers leave from Radès (Tunis) or Sfax.

Every consignment to DR Congo needs a FERI, obtained before loading, and imports above a value threshold are verified before shipment, leading to a verification certificate. This guide sets out these steps, the ports of entry for each region and what to include in your enquiry.

LOGISTICS AND DOCUMENTS

Shipping to DR Congo: ports and formalities

Ports and routes

For Kinshasa and the west, sea freight arrives at Matadi, on the Congo River, 150 km from the Atlantic; Boma is the country’s second-largest port. Draught limits the size of ships sailing up to Matadi, so larger vessels tranship at Pointe-Noire, in the Republic of the Congo. The east and the Great Lakes region are served by the Northern and Central corridors from Mombasa and Dar es Salaam; the south is linked to southern African ports such as Durban. A deep-water port is under construction at Banana.

Import documents

Each bill of lading must be covered by a FERI, the electronic import information note managed by OGEFREM, obtained before loading; cargo without one is not admitted. On the buyer’s side, formalities go through the foreign trade single window (GUICE), with the importer’s bank and the proforma invoice.

Inspection and conformity

Imports above a value threshold set by the regulations are verified in the exporting country, before shipment, by the body appointed by the Congolese Control Office (OCC): quality, quantity, price and conformity with standards. A verification certificate (AV) is then issued; it is required for customs clearance. Test reports and product certificates make this check easier.

What to specify

YOUR QUESTIONS

Your questions about importing into DR Congo

What is the FERI and who applies for it?

The FERI is the electronic import information note managed by OGEFREM. It covers each bill of lading and must be obtained before loading, by the carrier or the importer; its number appears on the transport documents.

Is a pre-shipment inspection required?

Yes, above a value threshold: the goods are verified in the exporting country by the body appointed by OCC, which issues a verification certificate required for customs clearance. Some consignments are exempt, such as personal effects and humanitarian donations.

Which documents are needed for the verification?

The final invoice, packing list and transport documents, plus test reports or product certificates where available. For chemicals, an exporter’s declaration confirming the absence of prohibited hazardous substances may be requested.

Which port should the goods enter through?

Matadi for Kinshasa and the west. For the east, the Mombasa and Dar es Salaam corridors are used; for the south, southern African ports. State the delivery city: the route is assessed in the offer.

Can the offer include delivery to Kinshasa or Lubumbashi?

The offer can stop at the port of arrival or include transport to the delivery city; say which you prefer. Feasibility and pricing of inland transport are assessed separately.
