Importing through the ports of Praia and Mindelo
Ports and routes
The islands of Santiago, with the port of Praia, and São Vicente, with Porto Grande in Mindelo, handle over two-thirds of cargo movements through Cabo Verde’s ports, according to ENAPOR; the other islands are linked by inter-island shipping services. From Radès or Sfax, cargo travels with transhipment depending on the shipping line. Our offers are made delivered to the port of Praia or Mindelo, on CFR or CIF terms; state the island of delivery.
Import documents
The importer must hold an importer licence issued by the chamber of commerce, then obtain an import licence, the foreign trade title (TCE), applied for online and examined by the national directorate for industry, trade and energy. According to Cabo Verde’s notification to the WTO (June 2024), this licence is automatic for most products, valid for six months, with no licence fee, and only the commercial invoice is then required on import. The system is connected to the chambers of commerce, customs brokers and banks. No electronic cargo tracking note appears for Cabo Verde in the lists consulted: to be confirmed with your freight forwarder. MWB prepares the commercial invoice, packing list, certificate of origin and technical data sheets.
Inspection and conformity
The 2019 decree-law creating the national energy labelling system, in force since 1 January 2020, covers electrical equipment imported for sale: only equipment meeting minimum energy efficiency levels may be imported and sold, with a label written in Portuguese. Equipment imported with the European Union energy label does not need to be relabelled. Lamps are among the first categories covered; the requirements for each category are set by specific regulations, to be checked with your freight forwarder. Checks are carried out by customs, the economic activities inspectorate and the municipalities.
What to specify
State the references, quantities and required standards, the port of arrival (Praia or Mindelo) and the island of delivery, and the preferred Incoterm, CFR or CIF. For lighting and electrical equipment, say whether the energy label must be provided; for cement, the strength class and packaging.

Is a cargo tracking note required for Cabo Verde?
None appears for Cabo Verde in a shipping line’s list (2024) or in a specialist provider’s list (2026) of the African countries that require one. Have your freight forwarder confirm this before loading.
Does the ECOWAS common external tariff apply?
Cabo Verde is an ECOWAS member and began implementing the common external tariff in 2022; your freight forwarder confirms the duties applicable to each product. As Tunisia is not an ECOWAS member, its goods fall under the tariff for third countries. Both countries have ratified the AfCFTA agreement, but preferences for Tunisian-origin goods are not confirmed.
Do LED lamps need an energy label?
The national energy labelling system, in force since 2020, covers electrical equipment imported for sale and provides for a label in Portuguese; the European Union label is accepted. Technical data sheets are attached to our offer; the requirements specific to lamps are to be confirmed with your freight forwarder.
Should goods be delivered to Praia or Mindelo?
It depends on the destination island: Praia is on Santiago and Mindelo on São Vicente, with the other islands linked by inter-island shipping. Our offers are made delivered to the port of arrival, on CFR or CIF terms; transport between the islands is to be arranged with your freight forwarder.
Can you group several products or send small quantities?
Yes. Cement, tiles, pipes and cables can be grouped in the same 20 or 40-foot container, and small volumes can travel as groupage. For urgent small quantities, air freight from Tunis-Carthage can be considered on request.
