LOGISTICS AND DOCUMENTS

Importing through the port of Port Louis

Ports and routes

Port Louis is the sole maritime gateway of Mauritius and handles almost all of the country’s external trade by volume. The Cargo Handling Corporation handles containers there; the terminal takes container ships with a draught of about 15 m. In 2025 the Ports Authority announced an investment programme that includes expanding the container terminal, and the Cargo Handling Corporation’s 2025-2030 business plan aims to make Port Louis a leading transhipment hub. Regular liner and feeder services link Port Louis with Salalah, Durban, Mombasa and Réunion; from Tunisia, containers travel with transhipment depending on the shipping line. Ship turnaround time was still a concern in 2026: allow some margin in your schedule.

Import documents

Each import requires a customs declaration (bill of entry) lodged online on TradeNet with the customs department of the Mauritius Revenue Authority (MRA), with scanned copies of the invoice and bill of lading. Only registered declarants can lodge it, so most importers use a customs broker or freight forwarder. For a preferential rate, a certificate of origin or other proof of origin accompanies the declaration. Restricted goods, such as flour, rice, petroleum products or second-hand vehicles, need a permit from the Ministry of Commerce, applied for by a customs broker on the TradeLink platform; other products need clearance from a specialised body, such as the Mauritius Standards Bureau or, for dangerous chemicals, the Dangerous Chemicals Control Board.

Inspection and conformity

Compliance with standards referred to in legislation is mandatory, and the Mauritius Standards Bureau (MSB) is the country’s sole product certification body. For certain controlled goods (customs cite electric cables and iron bars, the Chamber of Commerce plastic fittings), the importer presents a certificate of conformity, which the MSB checks; without a certificate from an accredited body, products are tested in Mauritius. While this check is pending, goods can be cleared under seal. On arrival, customs may release the goods, ask for clarification of the documents or refer them for examination.

What to specify

State the delivery point in Mauritius, with the references, quantities and required standards for each product. Flag any products that need an MSB certificate of conformity, so that the documents can be arranged before shipment. Say whether several product families can share one container and whether you want a CFR, CIF or FOB offer.

Availability, transport, lead times and documents are confirmed in each offer.

YOUR QUESTIONS

Your questions about importing into Mauritius from Tunisia

How does customs clearance work in Mauritius?

The customs declaration (bill of entry) is lodged online on TradeNet, with the invoice and bill of lading, by a registered declarant: in practice, a customs broker or freight forwarder. The customs department of the Mauritius Revenue Authority validates the declaration; once duties and taxes are paid, it releases the goods or refers them for examination. MWB prepares the commercial invoice, packing list, certificate of origin and technical data sheets for the shipment.

Do my products need a certificate of conformity?

Only if they are controlled goods. For these, a certificate of conformity is checked by the Mauritius Standards Bureau; customs cite electric cables and iron bars as examples. Without a certificate from an accredited body, products are tested in Mauritius, and the goods can be cleared under seal in the meantime. Ask your customs broker to check the status of each product before ordering.

Do Tunisian products benefit from a customs preference?

Mauritius and Tunisia both take part in the COMESA free trade area. With a COMESA certificate of origin, issued in Tunisia by customs or a chamber of commerce, products that meet the rules of origin can enter free of customs duties; import VAT, at 15% for most goods, is still payable. Mauritius also applies SADC preferences, although Tunisia is not a SADC member, and since 2021 AfCFTA preferences for the countries on the customs list. Ask your freight forwarder to confirm which preference applies before ordering.

How are your offers for Mauritius made?

Our offers are made delivered to Port Louis, on CFR or CIF terms, from Radès (Tunis) or Sfax; FOB departure is possible on request. In Mauritius, customs duties are normally calculated on the CIF value of the goods.

Can you combine several products or ship small quantities?

Yes: several product families can be grouped in the same 20 or 40-foot container, and small volumes travel as groupage. For urgent small quantities, air freight from Tunis-Carthage is possible on request.
