LOGISTICS AND DOCUMENTS

Importing through Port Victoria

Ports and routes

Port Victoria, on the island of Mahé, is the only international commercial port of Seychelles. A project to rehabilitate and extend the Mahé Quay was still being prepared in August 2025, before the start of works. From Tunisia, containers travel with transhipment depending on the shipping line; your freight forwarder confirms the route and transit time. For delivery to another island, onward transport after Victoria is arranged with your freight forwarder.

Import documents

The import declaration (bill of entry) is lodged online on ASYCUDA World, the customs system of the Seychelles Revenue Commission (SRC), by a customs agent or an operator with direct trader input access, within 30 days of the goods’ arrival. It is supported by the original invoice, packing list, bill of lading, insurance certificate and, where applicable, the import licence. Restricted goods need written approval from the designated authority, obtained before import. For a preferential rate, a certificate of origin is required.

Inspection and conformity

After duties and taxes are paid, customs assign each declaration to a lane: red (document check and physical examination), yellow (document check), blue or green (release, with possible checks after clearance). The 2023 customs regulations on restricted goods, amended in 2024, name the authorities that grant approval: for PVC-insulated cables for fixed wiring, which must comply with BS 6004 or IEC 60227, and for flexible cords, which must comply with BS 6500 or IEC 60227, the ministry responsible for energy and the Seychelles Energy Commission; for glass for use in buildings, the Seychelles Bureau of Standards and the planning authority; for certain chemicals, the environment and health authorities. The Seychelles Bureau of Standards is the national standards and certification body.

What to specify

State the island and delivery point, with the references, quantities and required standards for each product; for cables, state the required standard (BS 6004, BS 6500 or IEC 60227) so that the offer can refer to it. Ask your freight forwarder whether your products are among the restricted goods. Say whether several product families can share one container and whether you want a CFR, CIF or FOB offer.

Availability, transport, lead times and documents are confirmed in each offer.

YOUR QUESTIONS

Your questions about importing into Seychelles from Tunisia

Is a licence needed to import into Seychelles?

Not for all goods: only restricted goods need written approval from the designated authority, obtained before import. This applies to PVC-insulated cables for fixed wiring, which must comply with BS 6004 or IEC 60227, to flexible cords, which must comply with BS 6500 or IEC 60227, and to certain chemicals. Your customs agent checks the status of each product before ordering.

How does customs clearance work?

The declaration is lodged on ASYCUDA World by a customs agent within 30 days of arrival, with the original invoice, packing list, bill of lading and insurance certificate. After payment, customs assign the declaration to a control lane, from a simple document check to physical examination of the goods. MWB prepares the commercial invoice, packing list, certificate of origin and technical data sheets for the shipment.

Do Tunisian products benefit from a customs preference?

According to the COMESA Secretariat, Tunisian products can enter the states of the COMESA free trade area, including Seychelles, free of customs duties with a COMESA certificate of origin issued in Tunisia by customs or a chamber of commerce. Seychelles customs apply the COMESA and SADC agreements; Tunisia is not a SADC member. Ask your freight forwarder to confirm that the preference applies to Tunisian products before ordering. VAT at 15% is collected on entry, on the CIF value plus duties and taxes.

How are your offers for Seychelles made?

Our offers are made delivered to Port Victoria, on CFR or CIF terms, from Radès (Tunis) or Sfax; FOB departure is possible on request. Onward transport after the port, particularly to another island, is arranged with your freight forwarder.

Can you combine several products or ship small quantities?

Yes: several product families can be grouped in the same 20 or 40-foot container, and small volumes travel as groupage. For urgent small quantities, air freight from Tunis-Carthage is possible on request.
