LOGISTICS AND DOCUMENTS

Importing through Mombasa or Dar es Salaam

Ports and routes

South Sudan has no access to the sea. Containers leave from Radès (Tunis) or Sfax, with transhipment depending on the shipping line, for the port of Mombasa, in Kenya; the goods then follow the Northern Corridor by road, through Uganda, to the Nimule border and on to Juba. The Tanzanian ports of Dar es Salaam and Tanga are another route: in January 2026, the revenue authorities of the two countries agreed to develop cargo flows to South Sudan through them. A direct road between Kenya and Juba, via Nadapal, is planned. During the rainy season, many inland roads become difficult to use: allow some margin in your delivery schedule.

Import documents

Customs fall under the South Sudan Revenue Authority (SSRA). For cargo arriving by sea, the importer presents its documents to the SSRA office in Mombasa, which issues the payment notice for duties and taxes, to be paid at a bank in Juba before release; this is how SSRA described the procedure in January 2025. An electronic cargo tracking note (ECTN) was made mandatory in 2024, by an order of the Ministry of Finance, for all goods bound for or leaving the country; SSRA is responsible for implementing it. The official sources consulted do not specify the procedure applied in 2025-2026: have your freight forwarder confirm whether it is required for your shipment and when to obtain it. We prepare the commercial invoice, packing list, certificate of origin and technical data sheets for the shipment.

Inspection and conformity

Goods imported into South Sudan must be covered by a certificate of conformity (CoC), a clearance document required for each consignment. It is issued before departure, under the pre-export verification of conformity (PVoC) programme of the South Sudan National Bureau of Standards (SSNBS), by an approved body: document check, pre-shipment inspection or laboratory testing, as the case may be. Construction materials and electrical products are among the regulated categories. In March 2025, the Ministry of Trade and Industry and SSNBS urged importers to comply with national standards and this certification. Product test reports and technical data sheets make the check easier.

What to specify

References and quantities, required standards or specifications, packaging, preferred port of arrival (Mombasa or Dar es Salaam), final delivery city, the freight forwarder handling transit and clearance, preferred language for labels and instructions (English) and the Incoterm: CFR or CIF port of arrival, or FOB.

Availability, transport, lead times and documents are confirmed in each offer.

YOUR QUESTIONS

Your questions about importing into South Sudan from Tunisia

How do goods enter South Sudan?

The country has no access to the sea. The Northern Corridor runs through the port of Mombasa, in Kenya, then by road through Uganda to the Nimule border and Juba. The Tanzanian ports of Dar es Salaam and Tanga are another route, which the two countries have sought to develop since January 2026. Our offers are made delivered to the port of arrival; onward transport to Juba is to be arranged with your freight forwarder.

Is a certificate of conformity required?

Yes. Each consignment must be covered by a certificate of conformity issued before departure, under the PVoC programme of the South Sudan National Bureau of Standards (SSNBS), by an approved body; it is required for clearance. The check may include a pre-shipment inspection and testing. We prepare the invoice, packing list and technical data sheets needed for the application.

Is an ECTN required for South Sudan?

An electronic cargo tracking note (ECTN) was made mandatory in 2024 for goods bound for South Sudan, and the South Sudan Revenue Authority (SSRA) is responsible for implementing it; an industry list from 2026 still includes it. Have your freight forwarder confirm whether it is required for your shipment and when to obtain it.

Which customs duties apply?

A member of the East African Community (EAC) since 2016, South Sudan is bound by its customs union and common external tariff. In February 2026, however, SSRA considered some national rates outdated, and the Ministry of Finance was considering aligning them with those of EAC countries. Have your freight forwarder confirm the rate applicable to each product of Tunisian origin; we prepare the certificate of origin.

Can you group several products or ship small quantities?

Yes. Several product families, such as cables, pipes and luminaires, can be grouped in the same 20 or 40-foot container. Small volumes travel as groupage, and urgent small quantities can be sent by air from Tunis-Carthage on request. Our offers are made on CFR or CIF terms delivered to the port of arrival, or FOB on request.
