Importing into Egypt from Tunisia: ACID number, GOEIC and the port of Alexandria

MWB TRADING offers manufacturers, distributors and companies in Egypt, from Tunisia, raw materials for detergent manufacturing and industrial chemicals, as well as electrical wiring devices and protection equipment. Goods leave from Radès (Tunis) or Sfax; our offers are made delivered to the port of arrival, on CFR or CIF terms, in full 20 or 40-foot containers or as groupage for small volumes.

This guide sets out the verified points for importing into Egypt: the ACID number the importer obtains on the Nafeza platform before shipment, the exporter’s filing of documents on CargoX, GOEIC registration of factories for certain product families, inspection on arrival and Arabic labelling, the agreements linking Egypt and Tunisia, and what to state in your enquiry.

LOGISTICS AND DOCUMENTS

Importing through Alexandria, Damietta or Port Said

Ports and routes

From Tunisia, containers arrive through Egypt’s Mediterranean ports: Alexandria, the country’s largest port, and El Dekheila, its extension; Damietta; Port Said and East Port Said, at the northern entrance of the Suez Canal. Ain Sokhna, on the Gulf of Suez, opens onto the Red Sea. In 2026, the lack of a direct shipping line between Tunisia and Egypt is among the obstacles cited to trade: containers travel with transhipment depending on the carrier. For Cairo or an industrial zone, onward transport after the port is planned with your freight forwarder.

Import documents

Before shipment, the importer registers the consignment in the Egyptian customs ACI system, on Nafeza, the foreign trade single window, using the proforma invoice, and obtains an ACID number. The exporter, registered on CargoX, the electronic document platform approved by Nafeza, uploads the shipping documents there, all bearing this number: commercial invoice, bill of lading, packing list and certificate of origin. ACI has been mandatory since 1 October 2021 for sea freight and since 1 January 2026 for air freight; cargo without an ACID is refused entry and must be re-exported. On payment, the Central Bank of Egypt allowed documentary collections again from October 2022, after making letters of credit compulsory in February 2022; financial transfers were still cited among the difficulties in 2026, so agree the terms with your bank before ordering.

Inspection and conformity

On arrival, GOEIC, the Egyptian export and import control body, checks that goods comply with Egyptian EOS standards; at the port, a joint committee inspects the cargo before customs clearance, except for consignments rated low-risk in the ACI system (green lane), which skip sampling and inspection but remain subject to random checks. For certain product families, such as lighting, sanitaryware, soaps, surface-active agents and washing preparations, household appliances or furniture, the factory or trademark owner must be registered with GOEIC before shipment, with a quality system certificate issued by an accredited body; without this registration, these products are not cleared. Finished goods for sale must be labelled in Arabic with the country of origin, the manufacturer’s name and the product description; importers may not affix labels after import.

What to specify

State the name and tax identification number of the importing company, the preferred port of arrival and the delivery city, with the references, quantities, required standards and, if known, the tariff code of each product, to check whether it is on the GOEIC list. Once the offer is accepted, send the ACID number before loading. Attach the technical certificates required for your product: their recognition is cited among the difficulties in trade between the two countries. Finally, say whether several product families can share one container and whether you want a CFR, CIF or FOB offer.

Availability, transport, lead times and documents are confirmed in each offer.

YOUR QUESTIONS

Your questions about importing into Egypt from Tunisia

What is the ACID number and who obtains it?

It is the advance registration number of the consignment in the Egyptian customs ACI system. The importer obtains it on the Nafeza platform before shipment, using the proforma invoice, and passes it to the exporter, who uploads the shipping documents on CargoX. The number must appear on every document; without it, the goods are refused entry. Since 1 January 2026, the rule also applies to air freight.

Does the factory need to be registered with GOEIC?

Only for the product families on the GOEIC list, such as lighting, sanitaryware, soaps, surface-active agents and washing preparations, household appliances or furniture. For these products, the factory or trademark owner must be registered before shipment, with a quality system certificate issued by an accredited body. Have your freight forwarder check the tariff code of each product before ordering.

Do Tunisian products qualify for a customs preference?

Egypt and Tunisia are linked by the Agadir Agreement, the Greater Arab Free Trade Area (GAFTA) and a bilateral free trade agreement; both are also members of COMESA and the AfCFTA. The Agadir Agreement provides for the elimination of customs duties on industrial products that meet its rules of origin. MWB prepares the certificate of origin for the shipment; have your freight forwarder confirm which agreement to use and which certificate is expected for your product.

How are goods checked on arrival?

GOEIC checks that imported goods comply with Egyptian standards; at the port, a joint committee inspects the cargo before customs clearance. Consignments rated low-risk in the ACI system may take the green lane, without sampling or inspection, subject to random checks. Finished goods for sale must already carry their Arabic labelling when they arrive.

How are your offers for Egypt made?

Our offers are made delivered to the port of arrival, on CFR or CIF terms, from Radès (Tunis) or Sfax; FOB departure is possible on request. Several product families can be grouped in the same 20 or 40-foot container, and small volumes travel as groupage. For an urgent need for small quantities, air freight from Tunis-Carthage is possible on request; air freight has also been subject to ACI since January 2026.
