Containers leave from Radès (Tunis) or Sfax, with transhipment depending on the shipping line, for Port Sudan, on the Red Sea. Port Sudan is the country’s main gateway for sea freight; its Southern Port, under the Sea Ports Corporation, continued to receive container ships in 2026. Have the shipping line confirm port calls, transit times and any surcharges when the offer is made; onward transport inland is to be arranged with your freight forwarder, depending on the delivery point.
Import documents
Since 1 January 2026, Sudanese customs have required an advance cargo declaration (ACD) for goods bound for Sudan, including transhipment and transit cargo. The shipper, exporter or its freight forwarder obtains it before loading at the port of origin, through the official platform, with the draft bill of lading, commercial invoice, freight invoice, certificate of origin and packing list; its number must appear on the final bill of lading, failing which the importer may be fined. Import requests are processed by Sudanese commercial banks under the rules of the Central Bank of Sudan, which were changed in June 2026: check the conditions and payment method with your bank before ordering.
Inspection and conformity
A 2022 ministerial decision governs the pre-shipment verification programme of the Sudanese Standards and Metrology Organization (SSMO). For cement and steel, an inspection or analysis certificate must be issued for each batch, before departure, by an approved international body; SSMO then issues the release in Sudan. Other products, including some electrical cables and generators, must be accompanied by a test report from an ISO/IEC 17025 accredited laboratory, an IEC certificate or a certificate of conformity from a standards body linked to SSMO by an agreement. The list may change: have it confirmed by your freight forwarder.
What to specify
References and quantities, required standards or specifications, packaging, preferred language for labels and instructions (Arabic or English), the freight forwarder handling the ACD, the delivery point in Sudan, the payment method agreed with your bank and the Incoterm: CFR or CIF Port Sudan, or FOB. For a CIF offer, state whether war risk cover should be included.
Availability, transport, lead times and documents are confirmed in each offer.

Your questions about importing into Sudan from Tunisia
Which document must be obtained before loading?
An advance cargo declaration (ACD), required by Sudanese customs for vessels sailing since 1 January 2026. It is obtained before loading at the port of origin, through the official platform, and its number must appear on the final bill of lading. Your freight forwarder confirms the current procedure.
Which products are checked before departure?
Yes, according to the SSMO list. Cement and steel must be covered, for each batch, by an inspection certificate issued before departure by an approved body. Some cables and generators must be accompanied by an accredited test report, an IEC certificate or a recognised certificate of conformity. We prepare the invoice, packing list, certificate of origin and technical data sheets required for this check.
Are some products banned from import?
In April 2026, the government banned imports of several dozen categories of products deemed non-essential. On 22 October 2026, the Finance Minister announced that this list was cancelled, while referring to measures to protect local production. Before ordering, have your freight forwarder confirm that your products may be imported.
Do Tunisian products qualify for a COMESA preference?
The COMESA free trade area has applied to Tunisia since 2020, subject to reciprocity, and the COMESA Secretariat then listed Sudan among the countries Tunisian products can enter free of customs duty, with the COMESA certificate of origin. Have your freight forwarder confirm that Sudanese customs currently apply this preference to your products. We prepare the certificate of origin.
On which Incoterm are your offers made?
On CFR or CIF terms, delivered to Port Sudan, from Radès or Sfax; FOB departure is possible on request. Several product families can be grouped in the same 20 or 40-foot container, and small volumes travel as groupage. For a CIF offer, ask about war risk cover: Sudan is on the marine insurance market’s list of war risk areas.
