LOGISTICS AND DOCUMENTS

Importing through the port of Walvis Bay

Ports and routes

Namibia has two commercial ports managed by the Namibian Ports Authority (Namport): Walvis Bay, the main one, with a container terminal inaugurated in 2019, and Lüderitz, a smaller port serving the south of the country. From Radès or Sfax, containers arrive with transhipment depending on the shipping line. Walvis Bay is the starting point of corridors to neighbouring countries: the Trans-Kalahari to Botswana and South Africa, Walvis Bay–Ndola–Lubumbashi to Zambia and DR Congo, and the Trans-Cunene to southern Angola; the Trans-Oranje Corridor links Lüderitz to South Africa’s Northern Cape province. Our offers are made delivered to Walvis Bay; transport beyond the port is arranged with your freight forwarder.

Import documents

The customs declaration (SAD 500) is lodged online in ASYCUDA World, the system of the Namibia Revenue Agency (NamRA), by the importer or by a clearing agent, whose use is encouraged but not mandatory. NamRA upgraded the system in May 2026 as part of a move towards paperless procedures. The importer and its clearing agent hold an identification number (TIN) registered with NamRA, and the arrival of the goods is reported through the cargo manifest. The file includes the commercial invoice in English, the packing list, the bill of lading, proof of origin where a preference is claimed and, where applicable, licences or permits. All imports are subject to licensing, mostly granted automatically; non-automatic licences cover a limited list of products, including medicines and chemicals. MWB prepares the commercial invoice, packing list, certificate of origin and technical data sheets for the shipment.

Inspection and conformity

According to the WTO Trade Policy Review of SACU (2023), Namibia requires neither pre-shipment nor destination inspection of imports, and it does not appear on the lists of countries requiring a cargo tracking note. For cement, 2020 regulations require imported cement to meet the NAMS/EN 197-1 standard, to be certified by the Namibian Standards Institution (NSI) for each type and strength class, to come from a registered manufacturing plant and to be marked in English on the bags. In 2026 the NSI is revising its standards regulations, which are to set out how compulsory standards are declared: ask your freight forwarder to check the requirements for your product.

What to specify

State the delivery point, with the references, quantities and required standards. For cement, state the type and strength class required. Say whether several product families can share a container, whether you want a CFR, CIF or FOB offer, and who arranges transport beyond the port.

Availability, transport, lead times and documents are confirmed in each offer.

YOUR QUESTIONS

Your questions about importing into Namibia from Tunisia

Which port should the goods enter through?

Walvis Bay, the country’s main commercial port, with transhipment depending on the shipping line; Lüderitz, a smaller port, serves the south. Our offers are made delivered to Walvis Bay, on CFR or CIF terms, from Radès (Tunis) or Sfax; FOB is possible on request.

How does customs clearance work in Namibia?

The declaration (SAD 500) is lodged online in ASYCUDA World, NamRA’s system, by the importer or by a clearing agent, which is encouraged but not mandatory. It is supported by the commercial invoice in English, the packing list, the bill of lading and, where applicable, proof of origin and licences. MWB prepares the commercial invoice, packing list, certificate of origin and technical data sheets for the shipment.

Is a pre-shipment inspection required?

No, according to the 2023 WTO review: Namibia requires neither pre-shipment nor destination inspection. For cement, however, 2020 regulations require the NAMS/EN 197-1 standard, NSI certification and registration of the manufacturing plant. Your freight forwarder confirms the current procedure before loading.

Do Tunisian products get a customs preference?

Namibia applies the SACU common external tariff to goods from outside the customs union. Tunisia is not a SADC member and Namibia is not a COMESA member, so neither area opens a preference for Tunisian products. Namibia has begun trading under the AfCFTA, and Tunisia is among the partners named: for products that meet the AfCFTA rules of origin, a preference is possible with an AfCFTA certificate of origin. Ask your freight forwarder and NamRA to confirm that it applies before ordering.

Can you group several products or send small quantities?

Yes: several product families can be grouped in the same 20 or 40-foot container, and small volumes travel as groupage. For an urgent need for small quantities, air freight from Tunis-Carthage is possible on request.
